As we mentioned at our presentation in January, the two skating rinks operated by the county are quite different. In the case of North Park, where few private rinks exist in the surrounding area, we recommend the use of managed competition as a means to control costs and improve effectiveness.
Efficiency
>Loses a lot of money every year > Improvements are needed.
>Get a handle on operating costs > Look for ways to trim excess spending.
Effectiveness
Know that demand exists in that area, acknowledging that
Write contracts carefully and monitor performance.
Equity
Existing employees (2 FT, 12 seasonal) -- experienced
Skaters -- room to breathe as far as admission prices.
Feasibility
>Encourage county workers to retain service >Competition exists
>Service not dimished, should be enhanced > Improvements
>Precedent >Ins and outs of process
