- Led discussion and formulation of the University Libraries’ response to the proposed Federal Research Public Access Act and the Internet Freedom and Nondiscrimination Act – 2006
- Led discussion and formulation of the University Libraries’ response to the U.S. Copyright Office’s notice of inquiry regarding proposed changes to section 108 of U.S. copyright law, the section dealing with exceptions and limitations for libraries.
Participated in panel discussions of proposed changes convened at the Library of Congress. Invited by the American Library Association Office of Information Technology Policy to serve on a committee advising the Copyright Office about changes needed to meet the needs of libraries, archives, and museums. – 2006 – 2006
- Led discussion and formulation of the Libraries’ response to the proposed expansion of the World Intellectual Property Organization (WIPO) broadcasting treaty – 2006
- Conducted analysis and led discussion and formulation of the University Libraries’ response to the U.S. Copyright Office’s notice of inquiry regarding orphan works. Disseminated the results of the research. – 2005-2006
- Invited by the American Library Association’s Washington Office to present my research findings on acquiring copyright permission to digitize and provide open access to books. – 2005
- Spearheaded the discussion that resulted in Provost Mark Kamlet signing the Budapest Manifesto on open access – 2002
